Competency field is configured as picklist in signup form and one of the common reasons for no value in competency drop-down field in signup form is due to competencies defined in a language different than user's language.

 For example: Let's say the competencies are defined in English US language under Competency Library and the locale of impacted user is English UK then in this case, competencies won't be visible to user as his locale is different than competencies locale.

NOTE#

SuccessFactors has obsoleted en_GB_SF locale since long therefore for English UK language, the correct format is en_GB NOT en_GB_SF.
