After a new Language is enabled, translations are missing

Employee Central - Translations
Resolution
When a new language is enabled for an instance, the language pack is created, this will provide all the default translation in this language for all debug keys - 2576546 - Working with Manage Language Feature - Platform
For hris elements, hris fields (fields within hris elements), picklists, foundation objects and configure objects, there is no automatic translations provided.
Once you enable a new language in an instance, it is an admin responsibility to configure the translations for the above mentioned elements.
If no translations are added then the system will display the default values.
