2687965 - PMW tool fails to start with Access Denied

• Promotion management wizard ( PMW ) tool fails to start on the server with an Access Denied error referring to a log in subfolder folder c:\users\<accountname>\...
•  Upon checking the log file, the following errors are revealed  java.lang.UnsatisfiedLinkError: Could not load SWT library. Reasons:
• C:\Users\<accountname>\.swt\lib\win32\x86_64\swt-win32-4530.dll: Access is denied.
• C:\Users\<accountname>\.businessobjects\promotionManagementWizard\config\org.eclipse.osgi\283\0\.cp\swt-win32-4530.dll: Access is denied.
• Can't load library: C:\Users\<accountname>\.swt\lib\win32\x86_64\swt-win32.dll.
• C:\Users\<accountname>\.swt\lib\win32\x86_64\swt-win32-4530.dll: Access is denied.
• Issue occurs even when run as administrator
• Issue occurs even after granting exclusive priveleges on PMW folders.
• Tested another user account and that had same issues as well.
