Can a Learning admin recommend items without making use of the assignment profile feature?

Currently, from the Learning admin side, the only way a Learning admin can recommend items to users is through the assignment profile feature.

To have a different system behavior, it would be possible to have an enhancement request created for it, where the Learning Product Management team can further review and assess the requested functionality to be considered in a future release.
