2690714 - User cannot self assign items completed via curriculum

The Learning system will not allow users to self assign items which were completed via curriculum.

Retraining is set for the item which is associated with curriculum and has been completed by the user.

This is the expected system behaviour.

When user completes any item associated with the curriculum, the user won't be allowed to self assign the same item via library. The system will show the item as already assigned, because the item is available for retraining with the curriculum setup.
