2691662 - Error in MAIN_SHDRUN/START_SHDI_FIRST phase: "Personalization failed for MSSUPGGETREL"

Symptom

You are performing an upgrade and migration of your system to SAP HANA

In MAIN_SHDRUN/START_SHDI_FIRST phase when SUM is trying to run cmd.exe in order to start sqlcmd.exe, you run into the following error:
```
Severe error(s) occurred in phase MAIN_SHDRUN/START_SHDI_FIRST!

Last error code set:
Personalization failed for MSSUPGGETREL
```

In the STARTSFI.LOG, you see the following error:

1EETQ399 Calling registered function with pattern 'START_SHDI_FIRST' failed!
1EETQ399 Last error code set is: Personalization failed for MSSUPGGETREL
1EETQ204 Upgrade phase "START_SHDI_FIRST" aborted with severe errors ("##############")
