2692116 - Only CMS is runing, all other BI servers on this node are stopped and can not be started manually

Symptom

-Only CMS(CentralManagementServer) is runing, all other BI servers on this node are stopped and can not be started manually.

-Error in server's Properties page: The Server Intelligence Agent for this server is unavailable

-Error in server's Properties page: Database access error. Reason Error decompressing properties BLOB for tuple ****-****-**** with error (4294967293)

-Recreating SIA (Server Intelligence Agent) cannot resolve this issue.
