There is no field called "Is Manager" for reporting purpose in Adhoc and Advance Reporting.

Go To Advance Reporting > User > User Sys Info > fetch "User Sys Direct Reports" column
If you wish to fetch a list of users who are not manager then apply below filter:

Users Sys Direct Reports In 0

If you wish to fetch a list of users who are manager then apply below filter":

Users Sys Direct Reports NOT In 0
