Clarification on how "Allow employees to edit background image" functionality works on People Profile.

Reproducing the Issue
Go to Admin Center -> Configure People Profile -> General Settings -> Allow employees to edit background image.
Resolution
Enabled "Allow employees to edit background image" will be able to edit their People Profile Background. Meanwhile disabled " Allow employees to edit background image" will restrict the employees to edit their background photo.
Note that People Profile "Allow employees to edit background image" behaves diferrently in Employee Profile V12 as the said version will still allow employees to change their Background Photo from the library.
