2697152 - Adding Neo subaccount to SAP Cloud Connector fails - SCC handshake failed: 403 — Forbidden

Symptom

You try to add subaccount to SAP Cloud Connector (SCC) and it fails with the error displayed in the User Interface (UI):

"417 An authorization problem occured when downloading the configuration. Please ensure that the subaccount exists and the user has the appropriate permissions for the subaccount: 403 — Forbidden"

In SCC's ljs_trace/scc_core.trc the following can be seen:
