2697744 - EH&S Expert creates new instance instead of overwriting the exising one

Symptom

Loading data from the SAP ERC Regulatory Content package into the specification workbench.
Later doing a manual change to one of the value assignment instances created by the content load and set the "Relevant" flag.

Next time running the relevant EH&S Expert rule set/load an SERC update, the EH&S Expert does not overwrite the existing data but creates a new instance.
A new unwanted instance has been created but want to overwrite the existing instance with the new data.
