2698481 - Instance creation fails with DBI1077E error

Symptom

Db2iupgrade or db2icrt fails with the following error:

  • DBI1295E The instance list could not be updated
  • DBI1077E The user db2 is being used by DBA Administration Server and thus can not be used to create the DB instance.
