2698762 - Could not determine EPS parcel for OCS Package for <package name>

Symptom

During a system upgrade, the following error is seen in Software Update Manager (SUM) phase PREP_EXTENSION/EHP_INCLUSION:

If you put new packages in the download directory, use option 'init' to upload them'

This error can occur for other SAPK-200XXINCTSPLUG packages.
