Users in a Permission Role who have permission to Position Management Settings, are unable to see/access the feature from Admin Center

Reproducing the Issue
Provide permissions to " " for a certain permission role.
- Proxy as user in the role
- Unable to see or access Position Management Settings from the Admin Center
To be able to access Position Management Settings the role must also have permissions for "Manage Employee Files".
To resolve, please provide the below permission to the role:
Administrator Permissions -> Manage System Properties -> Manage Employee Files
