2699841 - IBP: Excel UI - How to edit Sheet Options without permission access to Template Admin section

Symptom

The sympton and resolution discussed here is valid up to IBP Add-in 2002 version.

From 2005 add-in version onward, the EPM Sheet Options have been removed and IBP Settings => Options menu have been developed!

To avoid individual template creation/deletion/update by planners, you restricted planners’ access to the 'Template Admin' section.

However, under Template Admin >> Advanced >> 'EPM Sheet Options' there are other options to use, i.e. 'No Data and Zero Values'.

In this case how can planners access the IBP Sheet Options and format basic things like 'No Data and Zero Values' or "Repeat Row Headers" but not add/delete/update templates?
