2701009 - Kapsel app on Android 8 Oreo does not receive push notification when in the background

Symptom

On Android 8 Oreo, Kapsel hybrid app does not receive push notification when it is in the background. If the app is in the foreground it receives push notification. If the notification is sent via Firebase Console the device receives push notification.
