Resolution
As described in the Help portal guide Admin Center anyone who has been granted at least one administrative permission can access the Admin Center and see the tools, pages they have permission to see. That is, anyone who has permission to access at least one admin tool or admin setting can also access the Admin Center page. For example, users created in Provisioning will by default have access.
However, if "Admin Configuration Tool" feature is not enabled in Provisioning, no one can access "Admin Center" tab, even a super admin.
If you would like to enable/disable "Admin Configuration Tool" feature, please reach out to your SAP Partner or report a case under LOD-SF-PLT-PRV component for SAP Support team to assist you further.
