2702138 - Unable to start IQ Cockpit on a new server - SAP IQ and SAP ASE

Symptom

$SYBASE/COCKPIT-4/bin/cockpit.sh --ASE or IQ cockpit fails to start with errors:

Failed to start agent: Failed to start RMIService. Failed to start RMI Connector server. Cannot bind to URL [rmi://myserver.mycomp.com:4992/agent]: javax.naming.CommunicationException [Root exception is java.rmi.ServerException: RemoteException occurred in server thread; nested exception is:
        java.rmi.UnmarshalException: error unmarshalling arguments; nested exception is:
        java.io.InvalidClassException: filter status: REJECTED] com.sybase.ua.service.AgentServiceException: Failed to start RMI Connector server. Cannot bind to URL [rmi://myserver.mycomp.com::4992/agent]: javax.naming.CommunicationException [Root exception is java.rmi.ServerException: RemoteException occurred in server thread; nested exception is:
