2704364 - LCMBIAR exports from CMC with small size and import fails with an error 'couldn't find 'END' tag

• Export lcmbiar in Promotion Management succeeds but the exported lcmbiar size is small (only a few KB). If import this lcmbiar again, error occurs as "with an error 'couldn't find 'END' tag.' and errno 0 after trying cache. JobFromFileFailed".
• This issue is happening with some specific objects.
