2704496 - SSL Security error while PAS or AAS installation with MS SQL

Symptom

While installing Primary Application Server (PAS) or Additional Application Server (AAS), you are facing the error:

"ConnectionOpen (SECCreateCredentials()). SOLUTION: Check that you specified the correct name for the database server, that the server is running and you are authorized to log on to it."

In sapinst_dev.log below entries appear:

Cannot connect to the database server. Errors returned: [Microsoft][ODBC SQL Server Driver][Shared Memory]SSL Security error
[Microsoft][ODBC SQL Server Driver][Shared Memory]ConnectionOpen (SECCreateCredentials()).
Call your SAP Support.
