This issue can occur after migrating to Hana, DB and SOAP jobs get blocked

1. Ask your implementation partner (or, alternatively Product Support) to clear the cache in Provisioning
2. Perform a metadata refresh as per 2171588 - OData API Metadata Refresh and Export - SuccessFactors Cloud
3. Should this fail, please contact Product Support for assistance, as the relevant job(s) will need to be enabled again by SAP Operations
