2705432 - How to execute custom logic during server startup or shutdown

Symptom

Sometimes we might need to execute our custom logic during server startup. There is no simple way to achieve this. There are ways to do the initialization and update hookup. But this is done after the server starts and requires manual intervention to trigger it.
