Symptom

On trying to create a message class FINLOC_IN_TAN with message number '011'  (as mentioned in attachment 'Message_Manual_Steps.pdf' of note 2484946), the message 'EU509 - Message class FINLOC_IN_TAN has not been maintained' is observed.
