2706351 - JMS Application cannot handle the process - JMSException - Cannot allocate connection

Symptom

A specific application (PI, MII, etc) that uses Java Message Service (JMS) is hanging and canot handle the process. The following exception can be found in defaultTrace files:

javax.jms.JMSException: Cannot allocate connection.
Caused by: com.sap.engine.services.connector.exceptions.BaseResourceException: "ConnectionManager" is closed. Possible reasons: 1) connector "XMIIQueueConnectionFactory" is stopped or not started, 2) Connector Service is stopped or has not been started.
