2706543 - Deployment fails - Operation [deploy] of [application] failed - WCEDeploymentException

Deployment of a specific application fails (in most of the cases during SUM upgrade).

deploy.trc shows the following entries (in this case the example application that fails to be deployed is sap.com_tc~epbc~prt~restricted):
