1. Rule configured.

 2. Workflow configured.

 3. Bind the "onSave" rule under BCUI-jobinfo element

 4. Add new user

 5. User is saved without workflow triggered.

This is happening because of configrurations in the workflow.

This workflow has two steps, and for both of them "context" is set to "source". But in case of new hire, there will not be a value for source, hence system regards this as no approver.

  Ideally you should set the "context" to "target".
