2709149 - Seeing errors SQL1437N or SQL1439N while executing a system copy.

You're executing a system copy and the following error is reported in the sapinst.log

SQL: db2 -x "call sysproc.automaint_get_policyfile('AUTO_REORG', 'POLICY.XML')"
OS RETURN CODE: 4
Result: SQL1439N Could not retrieve automated maintenance policy configuration
information. SQLSTATE=5U0ZZ

You then download and install the auto reorg policy from note 975352 , but now you see a different error:

SQL1437N The XML in the automatic maintenance policy file or LOB parameter
passed to AUTOMAINT_SET_POLICY or AUTOMAINT_SET_POLICYFILE is not valid at
line number "10" and column number "5". Validation error message: "No
character data is allowed by content model". SQLSTATE=5U0ZZ
