Symptom

You are using saphostctrl command to start SAP ASE database but failed with Error:

/usr/sap/hostctrl/exe/saphostctrl -user sapadm - -function StartDatabase -dbname <SID> -dbtype syb
Please enter password for user sapadm:
Error: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

OR:
/usr/sap/hostctrl/exe/saphostctrl -function StartDatabase -dbtype syb -dbname <SID>
Error: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()
