Some ACL has been modified or deleted in DTR web ui or NWDS client. Accessing the /dtr, or some resource lower than the root, gives error:
Precondition failed: Status: 403, precondition: access-denied

Caused by: com.tssap.dtr.server.deltav.security.acl.PermissionDeniedException
In the brower you will see: HTTP 403 Forbidden
