2710483 - NLS_LANG not compatible to V$NLS_PARAMETERS, connection refused

Symptom

SAP System can't start and "R3trans -d" gives below error:

*** ERROR => Env. NLS_LANG='AMERICAN_AMERICA.WE8DEC' not compatible to V$NLS_PARAMETERS: 'AMERICAN_AMERICA.EE8ISO8859P2', connection refused.

Note: NLS_LANG and V$NLS_PARAMETERS must not show different values as above seen!

Should these values differ from each other, the error will shown and DBSL stopps the logon sequence.
