2710598 - Project Cost Report - Line Items empty obligatory fields cannot be maintained

After creating a Tile for App "Project Cost Report - Line Items" (F2538), the following configuration issues occur:

• the Selection criteria in the Filter shows an empty mandatory field for Project. That field cannot be edited.
• the F4 option is not available/empty for a selection field (for example, the 'Category' field.
