2713024 - ECDA cannot connect to Oracle 12.2 target - RSO

Symptom

ECDA/DCO report error below on Oracle target 12.2:

I. 2017/04/24 15:06:26. The DSI thread for database 'TESTDB.TEST' is started.
I. 2017/04/24 15:06:26. Message from server: Message: 28040, State 0, Severity 5 -- '[ connection ][ ODSDB_EOMPRD ] OCISessionBegin ORA-28040: No matching authentication protocol'.
E. 2017/04/24 15:06:26. ERROR #13045 DSI(124 TESTDB.TEST) - /generic/useful/cm.c(5333)
Failed to connect to server 'TESTDB' as user 'USER_MAINT'. See CT-Lib and/or server error messages for more information.
I. 2017/04/24 15:06:26. The DSI thread for database 'TESTDB.TEST' is shutdown.
