2714168 - CS_BOM_PRODVER_MIGRATION02 does not generate production version if no BOM exists

Symptom

For materials which only have routing but do not have BOM, migration report CS_BOM_PRODVER_MIGRATION02 does not generate production version though there is no existing production version based on the routing.
