2714508 - Setting a Webi report level filter which would return no data errors out and does not update the filter with the new value.

Symptom

When setting a report level filter, if no data would be returned from the value being passed, then error "WSR 00102" is thrown, and the filter is not updated with the new value.

The webi designer prevents you from setting such a filter value so a filter value of this type can only be set through the SDK.
