Payout Screen appears briefly and then disappears immediately during Termination

1. Go to an Employee's Profile and select Take Action > Terminate.
2. Select "Termination Date" and under "Time Account Balance as of Termination Date", click on the "Payout".
   
   
   
   
3. Notice that the Payout Screen will appear and immediately disappears with a message "An error occurred. Please try again later."
   
   
   
   
4. However, if a Super Admin does the same process, the Payout Screen displays without any issues.

• The permission to "Access Workbench" has not been granted to the Employee/Manager doing the Termination Payout. The system checks for the permissions to both "Manage Payout" and "Access Workbench".
• payComponentNonRecurring is not enabled.

In addition to "Manage Payout", make sure to grant permission to "Access Workbench".
