2717151 - ASE logs Error 3475 and The logsegment shows negative value in sp_helpsegment report.

The logsegment reports a negative used_page value when sp_helpsegment report is issued.  ASE errorlog reports the following for the database.

ERROR: Can't get a new log page in dbid 12 (num_left=5, num_in_plc=21, num_in_plc_at_start=26, num_newlogpgs_allocated=1).
Rebuilt syslogs gam for dbid 12
ERROR: Can't get a new log page in dbid 12 (num_left=5, num_in_plc=5, num_in_plc_at_start=5, num_newlogpgs_allocated=1).
Error: 3475, Severity: 21, State: 7
There is no space available in SYSLOGS to log a record for which space has been reserved in database '<db_name>' (id 12). This process will retry at intervals of one minute.
