Symptom
You want to create a report which will show the available Projects that do not contain Sales Orders.
You try to achieve this by creating a custom report based on a custom data source. For example, by joining the Projects, Baselines, and Snapshots (PROPRJU05) and the Sales Order Item (CRMSLOIB).
When you display the Project and Sales Order characteristics, on the report, you noticed that the Sales Order ID is shown as Not Assigned although the Project has a Sales Order linked to it.

Cause
The behavior of the report is as designed.
Resolution
The reason you see the Sales Order as Not Assigned is because the link from the Project to the Sales Order occurs at Project Task Level.
By not showing the Project Task on the report you will not be able to see, at Project Level, whether the Sales Order is linked to it.
With the current functionalities, the only suggestion we can provide is to display the Project Tasks on the report then verify that none of these are linked to a Sales Order i.e. for all the tasks of a project, the Sales Order should be Not Assigned (#).
If the above does not fulfill your needs then a detailed feasibility study on your requirements and expectation would need to be done.
