2718498 - Supervisor ID changed on inactive users after merge.

After merging users supervisor into a new ID, it is observed that even for inactive users, the supervisor ID is changed to the new one.

Merge supervisor user into a new ID by going to Users > Tools > Merge Users

This is the current system design.

This aims, to keep the information and history of users related to the previous ID (before the merge) is still accessible through the reports without the need of including both IDs in the filter.
