2719581 - PY-GB: FPS with a decimal number in the Student Loan amount is rejected by the Government Gateway

Symptom

FPS files are rejected by HMRC's Government Gateway with a Business Error if the Student Loan amount is not submitted as whole pounds.

The rejection message 'Value 'XX.XX' doesn't have the correct format' is returned, where XX.XX holds the amount you have submitted.
