2719757 - Cannot enroll or edit insurance through exceptions

Exceptions have been created for enrollment and Edit of Enrollment of an insurance. But the insurnace is not appearing for a user to enroll.

There can be many issues. Check the following:

• There is no pending request for the enrollment by the user.
• The user is not already enrolled.
• At least one Eligibility Rule for Coverage for the Insurance's Insurance Plans meets the user's Job Information record.
