Symptom
Get the below error when try to logon the Central Management Server (CMS) from the Central Management Console (CMC) or BI Launchpad:
- Account information not recognized: Could not reach CMS 'HOSTNAME:PORT'. The CMS on machine 'HOSTNAME' was stopped due to a critical error. (FWM 20031)
Get the below error when try to run the cmsdbsetup.sh for updating the CMS database (DB) data source:

Sybase '$SYBASE' and '$SYBASE_OCS' environment variables are not set. A Sybase client may not be not installed on this computer, or a Sybase client may be installed on this computer but not set up for the current user. (STU00125)
No CMS process (cmsd) exists in the BI server.
