2721911 - Payroll Control Center: Off-cycle reasons are not populated when creating Ad-hoc off-cycle process

Symptom

In PCC Manage Off-Cycle Payrolls (HRPY_PCC_OC_1), you attempt to create a new Ad-hoc process for a given employee. After you select the employee and click the "Step 2" button, the system does not find any off-cycle reasons to be displayed.
