You have enabled Appraisers Without User ID in Supplier Evaluation. When a user tries to answer a questionnaire it is opened in display mode and the error 'User is locked by' is shown. In SM12 transaction you can see lock entries for the technical user, which is maintained in the SICF service/alias eva_cmn.
