2722441 - Long runtimes in PPM due to unnecessary DFM synchronization

Symptom

Poor performance is experienced in Portfolio and Project Management (either when making some change or when saving). A performance analysis reveals that the DFM synchronization logic is being processed and accounts for some of the observed runtimes. As DFM synchronization (horizontal or vertical) is not required for the business process, it should be avoided.
