When scheduling a job for Varpay Basis Amount Calculation, the program name dropdown is not displaying the VRP templates even though there are VRP templates in the template.
Why is this?

Reproducing the Issue
Go to Provisioning> create a scheduled job for Varpay Basis Amout Calculation > click Program Name dropdown > notice that it will not display the VRP programs.
Cause
The Basis Calculation Equation is not set to Custom Formula.
Resolution
Set the Basis Calculation Equation to use Custom Formula as this is a requirement for the job to display the VRP programs.
