Benefits Auto Enrollment Job does not pick up eligible users. When the Enrollment Type is Manual, it is possible to enroll the eligible users.

Resolution
There can be multiple reasons causing the issue. For a resolution, check the following:

Make sure that in the job in provisioning, the correct benefit is selected. There can be more than one benefit with same name in the instance. Make sure that you select the correct one.
- The job owner should have sufficient permissions to enroll the users. You can test this by proxying as the job owner and trying to manually enroll an eligible user.
- There should not be exisiting (active/inactive) enrollment records for the users for the benefit. You can check it in Manage Data > BenefitEnrollment and also in the users' Compensation Information portlet (the benefit's Pay Component should not be there).
- Confirm that the benefit is active as of today.
- Confirm that the benefit's schedule period is valid for enrollment.
- The users' legal entity should be configured in the benefit.
- Confirm that the eligibility rule satisfies the relevant conditions for the users.
- Check what parameters are used in the eligibility rule (for example, jobInfo, globalInfo, etc.). Data should be maintained for the user in these portlets.
- There may be an inactive enrolment record for the user and for the benefit is present in the system. You can download the job details from Manager Execution Dashboard and identify the users with error description "Eligible,Save Failed, Batch Execution Failed,Save Failed, Batch Execution Failed". You can also export Benefit Enrolment records with Include Inactive Records = Yes from Import and Export Data and check if inactive records are there (most probably future dated). For example, in a benefit, enrolment valid until is maintained 12/31/2030 in benefit schedule. Once a user is enrolled, an active record is created as of today and an inactive record is created with effective date 01/01/2031. Due to some reason, the admin/hr deleted the active enrolment record from Manage Data, but did not delete the inactive record. This data inconsistency will lead into the job not enrolling the user. One you know the effective date of this record from the export file, you can search for inactive enrolment records with the effective date of the record set as the "Search As Of Date" and then delete the record from Manage Data. Once all such records are deleted for the benefit, you can re-run the auto-enrolment job from provisioning.
