2723273 - Project import skips objects - Information Steward

•  Export and Import an Information Steward Project from one environment to another.
•  Import will succeed but summary will show several skipped objects.
•  Import log may contain messages similar to the following:
  "Rule <> is skipped because the rule state is locked or the same rule exists in another project. (UIM-10056)"
  
  "The state of rule <> does not allow bindings to be applied or imported. Unlock the rule and try again. (UIM-10153)"
  

  "Failed to import binding of rule <> on table <>. Skipping import of this rule binding. (UIM-10143)"
