2723838 - "You can't edit this form..." or "The form is locked..." error message when opening a Performance Management form

One of the following warning messages is displayed when opening a Performance Management form

• The Form is Locked. XX is editing the form. It will be unlocked and editable after the form is closed.
• You can’t edit this form because <user> is editing it or did not close it using the Save and Close button. The form will become editable once <user> closes it properly or after 35 minutes of inactivity.
• You can’t edit the form until <user> closes it or after 15 minutes of inactivity
