Symptom

IT00021 a new record is created for a dependent/beneficiary already enrolled into a benefit plan, in ESS, a lock record is created when trying to delete the lock record message "Operation not allowed; data record is still in use in XXXX plans- Message no. HRBEN00FMODULES223" is generated
