2726731 - Error in Payroll function ADDCU because the ST C2 split does not match the RT C2 split

Symptom

When running payroll for HK employees, it gets an error saying "The ST C2 split does not match the RT C2 split for Wtype /166 (or other wagetypes)".
For example, the customer uses a custom wagetype XXXX for Rent paid to landlord by EE. Cumulation 66 is ticked for XXXX so /166 is generated in HK23. However, CNTR2 is blank for /166 so it gets the error in ADDCU.
